Farmland Preservation

Richland County is currently working to update the County Farmland Preservation Plan (FP/P). The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) requires that this plan be updated every ten years. FPP is an important step to updating FP Zoning, which enables access to FP tax credits for farmers and landowners. For more information on FPP click HERE
As part of the planning process, Richland County is updating its FP maps. To see the FP area defined by the 2016 plan, click HERE. The map attached to this email is the County's update to the 2016 FPP map for your town. Dark green on the map indicates areas that are already in FP, and light green areas are areas proposed to be added to the FP map for 2026.
The final maps developed through this process will impact all towns in Richland County:
- For County Zoned Towns, the FPP map will be the basis for updating the FP zoning district, which is a requirement for participation in the FP Tax Credit program.
- For Un-zoned Towns, the FPP and maps can be used and help provide support for the development of an Agricultural Enterprise Area (AEA).
- For Locally Zoned Towns, information and maps from this plan can be used to craft a Town FPP.
In order to ensure that the mapping done through this process is accurate and supported by the towns, we are asking that each town review the attached map of the proposed 2026 Farmland Preservation areas and respond with comments, edits, or indicate acceptance of the map as is by June 30.
It is important to note that the mapping process for FPP must be objective and justifiable. The attached scoring sheet was used to determine which land areas should be included. We are specifically looking for potential errors in the data used to make these maps, comments about the methodology, or other concerns identified by your town.
